UN-NGLS Civil Society Consultation for the High-level Panel of Eminent Persons on the Post-2015 Development Agenda, Dec 2012-Jan 2013

The report on the High Level Panel (HLP) Framing Questions has been compiled by the UN Non-Governmental Liaison Service (NGLS) for the HLP meeting in Monrovia, Liberia, 30 January – 2 February 2013. Just under 800 responses from 134 participating organizations, international networks and individual respondents through online submissions and email.

The selection of questions was organized under two main themes: A) The shape and content of a post-2015 development framework; B) Partnership and accountability for development. Each question has been reported upon in a stand-alone section of this synthesis report, and therefore there is some overlap and repetition in the content of responses across the 13 questions.

67th General Assembly adopts resolution for Special Session

67^th General Assembly adopts resolution for the arrangements for the Organization of the Special Session of the General Assembly on the follow-up to the Programme of Action of the International Conference on Population and Development beyond 2014

In December 2012 the 67^th Session of the General Assembly adopted a resolution that sets out the modalities for the Special Session of the General Assembly for ICPD Beyond 2014.

The website for the High-Level Panel www.post2015hlp.org is now live and provides details not only about the Panel members but also about the Secretariat, under the leadership of Homi Kharas, the Lead Author and Executive Secretary.

Third High Level Panel (HLP) meeting on the Post 2015 Development Agenda, Monrovia, Liberia – 28 to 30 January 2013

Beyond 2015 has provided information on CSO participation for the Third High Level Panel (HLP) meeting on the Post 2015 Development Agenda in Monrovia, Liberia, 28 to 30 January 2013.

Consultations with CSOs are being jointly organized by the Africa-wide post-2015 Working Group and the Liberian CSO post-2015 Working Group; working in partnership with Beyond 2015, the UN HLP Secretariat Outreach desk, the UN SG Secretariat, and representatives from other southern CSO networks.

Update on Open Working Group of the General Assembly on Sustainable Development Goals

An outcome of the United Nations Conference on Sustainable Development that might have a major impact on the Post-2015 Development Agenda is the decision to establish an Open Working Group on Sustainable Development Goals (See Future We Want, paragraph 248) This Working Group, which is designated by the five UN regional groups to be made up of six countries per group, should have been set up at the beginning of the 67^th General Assembly session.

NGO survey for ICPD beyond 2014 process

The undersigned NGOs/CSOs have engaged recently with UNFPA regarding the ICPD Beyond 2014 global survey. This survey aimed to measure progress, gaps and outstanding issues in relation to the implementation of the ICPD Programme of Action and was intended to be completed with the input of civil society at the national level. 

Given that many civil society organizations had little or no opportunities to provide input into the process, UNFPA has agreed to collect responses via a separate survey, the results of which will be included into the ICPD Beyond 2014 final report.

ICPD Review International Conference on Human Rights 7-10 July 2013

UNFPA has announced the dates for the International Conference on Human Rights. Co-hosted by the Government of the Netherlands, UNFPA and the UN High Commissioner for Human Rights, it will be held in the Netherlands from 7-10 July 2013. The Conference will provide an opportunity to assess the implementation of the ICPD Programme of Action through an examination of the nexus between human rights, equality, equity and population and development, including in the key areas of gender, empowerment, and sexual and reproductive health and rights.

ICPD Beyond 2014 -- New Year Message from Kwabena Osei Danquah, Executive Coordinator

Kwabena Osei Danquah, Executive Coordinator ICPD Beyond 2014 Secretariat, has posted a New Year’s Message on the ICPD Beyond 2014 website. 

In addition to reviewing activities to date including the highly successful Bali Global Youth Forum, which led to the Bali Global Youth Forum Declaration, he notes that close to 140 questionnaires have been received, “which in most cases, were completed for the first time by Governments in partnership with NGOs and other stakeholders.”

Kwabena also says that the Secretariat “look[s] forward to the outcome of a survey being undertaken by a network of NGOs, with the support of UNFPA, for NGOs to enable the fullest contribution of NGOs to the global survey.”
