Forum on financing for development follow-up, 18-20 April 2016 – latest update

The President of the Economic and Social Council (ECOSOC) has circulated a note on arrangements for the 2016 Economic and Social Council forum on financing for development follow up.

The forum is being held in accordance with General Assembly resolution 69/313. Its modalities of participation are those used for international conferences on finances for development from 18-20 April 2016. The overall theme for the meeting, as decided in the ECOSOC decision 2016/11, will be: “Financing for sustainable development: follow up to the Addis Ababa Action Agenda (AAAA)”. ‘Small steps in the right direction but future financing for sexual and reproductive health must be sustainable’

5th October 2015, Lima, Peru: Ahead of the 2015 Annual Meetings of the Boards of Governors of the World Bank Group (WBG), IPPF warns that future financing for sexual and reproductive must be prioritized by the WBG and must be sustainable. 

IPPF welcomes new data from the WBG that shows that the WBG’s spending has increased from 14 per cent in 2014 to 18 per cent of the total health portfolio allocated to reproductive health in 2015. In real terms, this is an increase from US$ 265 million in 2014 to $642 million that the WBG has invested in reproductive health in 2015.

Addis Ababa Action Agenda endorsed by General Assembly

The outcome of the Third International Conference on Financing for Development (FfD3), the Addis Ababa Action Agenda (AAAA) has been endorsed by the UN General Asselmby. Delegates in a plenary session adopted resolution A/69/L.82 tenitled ‘Addis Ababa Action Agenda of the Third International Conference on Financing for Development,' which includes the AAAA as an annex.

In the resolution, the UNGA recalls its resolution 68/204 on the follow-up to the International Conference on Financing for Development, in which it decided to convene FfD3, as well as resolutions 68/279 and 69/278 on the modalities for FfD3; endorses the AAAA adopted by the Conference; and expresses its “profound gratitude” to the Government and people of Ethiopia for hosting FfD3 and for providing support.

Third International Conference on Financing for Development: Addis Ababa Action Agenda

The Addis Ababa Action Agenda in English, French and Spanish from the International Conference on Financing for Development will be the basis for the means of implementation (MOI) for the post-2015 development agenda, the outcome document for which is going to be  finalized during the coming two weeks, 20 — 31 July during the intergovernmental negotiations (IGN) at the UN in New York.

Third International Conference on Financing for Development -- Civil Society speaks out

Civil society and other stakeholders have issued a declaration at the end of a Civil Society Organization Forum for the Third FfD Conference taking place in Addis Ababa, Ethiopia

Civil Society Declaration  

According to civil society representatives in the Declaration, the draft outcome document does not yet rise to world’s current multiple challenges, nor does it contain the necessary leadership, ambition and practical actions, while undermining agreements in the Monterrey Consensus and the Doha Declaration. They express regret that the negotiations have diminished the FFD mandate to address international systemic issues in macroeconomic, financial, trade, tax, and monetary policies. The FFD process, underpinned by the normative function and ethos of the United Nations, best enjoys the legitimacy to address these issues. Development processes should be led by countries under the ultimate responsibility of the States through participatory processes to include all right-holders and that, if this conference is to contribute to the means of implementation for the SDGs, the Rio principle of CBDR should be taken into full account...

Third International Conference on Financing for Development (FfD) First day meetings

Opening session 

At the opening of the Third International Conference on Financing for Development (FfD) in Addis Ababa, Ethiopia, UN Secretary-General Ban Ki-moon called on the senior national and international officials assembled to together forge a framework for a “sustainable world free of poverty”. “Let us put aside what divides us and overcome narrow self-interest in favour of working together for the common well-being of humanity,” he said, at the start of a four-day meeting that brings together 30 Heads of State and Government and their deputies, as well as more than 100 ministers of finance and development, lawmakers, and more than 1,000 representatives of civil society, academia and philanthropic organizations. As Mr Ban asserted, “… without resources, commitments will amount to little more than promises on paper.”...

Third drafting session for the preparatory process for the Third International Conference on Financing for Development FfD 3) begins in New York

In accordance with General Assembly resolution 68/279, informal meetings of the plenary as part of the preparatory process for the Third International Conference on Financing for Development (third drafting session) are taking place at the UN in New Your, from today, Monday, 15 June, to Friday, 19 June 2015. The session is being chaired by Co-Facilitators George Talbot, Permanent Representative of Guyana, and Geir Pedersen, Permanent Representative of Norway.

This session follows the Third Additional Session, which was held from 1-5 June 2015. Throughout this five-day session, which was an informal meeting of the plenary, delegates completed the second reading of the revised FfD3 draft outcome document, which they had begun during the second additional session...
