Statistical Commissions adopts resolution on “Work of the UN Statistical Commission pertaining to the 2030 Agenda for Sustainable Development”

On Friday 10 March the UN Statistical Commission (UNSC) agreed by consensus a draft resolution on the “Work of the UN Statistical Commission pertaining to the 2030 Agenda for Sustainable Development”.  In so doing the UNSC recommends that the UN Economic and Social Council (ECOSOC) adopts the resolution and that the UN General Assembly do likewise.

UNSC members raised a number of concerns that were incorporated into the draft resolution. These included using the term global indicator “framework” (as opposed to “list”) (para 1). The draft resolution was, however, strengthened by referring to “recommending” (para 6), while the voluntary nature of the framework and the role of national statistical offices as the national coordinating bodies and sole point for national statistics were also stressed. Several Member States, moreover, referred to capacity-building and leaving no one behind during the discussions on it. There was also a call for observing common but differentiated responsibility (CBDR).

Cape Town Global Action Plan

The draft resolution also recognizes the endorsement of the Cape Town Global Action Plan (CTGAP) by the UNSC, noting that it provides the “framework for discussion, planning, implementation and evaluation of statistical capacity building pertaining to the 2030 Agenda for Sustainable Development.”

The successful adoption of the global indicator framework by ECOSOC and the UN General Assembly will fulfil the requirement of the 2030 Agenda resolution (A/RES/70/1 such a framework for follow up and review. (para 75)
