Intergovernmental Negotiations on Post-2015 Development Agenda consideration of goals and targets – Day 1: Indicators

Ambassador Kamau, Co-facilitator, opened the third session of negotiations on the post-2015 development agenda on sustainable development goals and targets.  He drew attention to the two letters that had been sent out by the co-facilitators on 6 March and 17 March (See: Co-facilitators provide further information on the agenda for the third intergovernmental negotiations on the post-2015 development agenda) that outlined the agenda for the meeting. He also referred to the fact that there was no appetite for re-opening the goals and targets. 

In introducing the presentation by John Pullinger, Chair of the Statistical Commission, he noted that a document had been received from the Commission on 18 March. He said that he was seeking assurances and reassurances from the Statistical Commission and UN Statistical Division that work was moving along smoothly.

Provide feedback on themes for roundtable discussions in post-2015 development agenda hearings (26-27 May 2015)

As part of the preparatory process for the September 2015 UN General Assembly Summit for the adoption of the Post-2015 Development Agenda, two full days of stakeholder hearings will be conducted on 26-27 May at UN Headquarters. These hearings will be hosted by the President of the General Assembly and the Co-Facilitators of the post-2015 development agenda negotiations, Ambassador David Donoghue, Permanent Representative of Ireland to the UN, and Ambassador Macharia Kamau, Permanent Representative of Kenya to the UN.

Technical Report of the Bureau of the UN Statistical Commission – further comments

As we approach the forthcoming intergovernmental negotiations on the post-2015 development agenda, it might be useful to give further consideration to the Technical Report of the Bureau of the UN Statistical Commission. 

At the outset it should be noted that this is a ‘working draft’. It also states clearly that time is required to develop a “robust and high-quality indicator framework” and that the Commission has endorsed a roadmap for the development and implementation of indicators with a target date for endorsing the global indicator framework at its 47th session in 2016.

Co-facilitators provide further information on the agenda for the third intergovernmental negotiations on the post-2015 development agenda

In their letter of 17 March the Co-facilitators provide further information about the agenda for the upcoming intergovernmental negotiations on the post-2015 development agenda. (See: Inter-governmental negotiations on the post-2015 development agenda, 23 to 27 March session – programme of work now available)

In the opening session, John Pullinger, Chair of the UN Statistical Commission will present the paper containing preliminary global indicators. (See: Technical report of the UN Statistical Commission Bureau) On Tuesday afternoon, individual member states will provide examples of approaches to implementation of the SDGs and on the Friday morning there will be a discussion of themes for the interactive dialogues at the Summit. This will be followed in the afternoon by a discussion of the April session and coordination of with the Financing for Development process and possibly a discussion of related issues such as a technology facilitation mechanism. The closing session is expected to take place from 17.30 to 18.00. 

Technical report of the UN Statistical Commission Bureau

The Working draft of the Technical Report of the UN Statistical Commission Bureau, which will be presented at the intergovernmental negotiations on the post-2015 development agenda next week, by John Pullinger, the Chair of the Statistical Commission, is now available.

In the document, the proposed provisional indicators are rated according to the criteria, based on the following questions:

Zero draft for Financing for Development Addis Ababa conference

The zero draft for the Addis Ababa Accord has been released in advance of the Second drafting session of the Financing for Development Conference outcome document that will take place from 13 to 17 April. It includes paragraphs that refer to health, education and gender equality and women’s empowerment.

The Addis Ababa Accord will be an important component of the post-2015 development agenda.

Please note that Informal interactive hearings with civil society and the business sector for Financing for Development Conference will be held on 8 and 9 April. Other meetings in preparation for the Conference are included in the calendar of meetings on this website.

Apply for stakeholder steering committee 

The following information has been received from UN-NGLS:

In accordance with United Nations General Assembly resolution 69/244, the UN summit for the adoption of the post-2015 development agenda will be held from 25 to 27 September 2015 in New York and convened as a high-level plenary meeting of the General Assembly. The General Assembly, in operative paragraph 10 of its resolution 69/244, "requests the President of the General Assembly to organize, with early preparations and in the most effective and efficient way, and to preside over two days of informal interactive hearings, before June 2015, with representatives of non-governmental organizations, civil society organizations, major groups and the private sector, and requests the President of the Assembly to prepare a summary of the hearings to be made available prior to the summit."

Report of the Statistical Commission – Update 3

The Statistical Commission in its draft report for its 46th session set out succinctly its role in the development of the indicators for the up-coming session of the intergovernmental negotiations on the sustainable development goals and targets. While demonstrating its willingness to provide a preliminary list of indicators as requested by the Co-facilitators, it includes a number of caveats. In addition, the Commission clearly defines it future role in the process for developing the indicators, establishing both an Inter-agency and expert group on SDG indicators (IAEG-SDG) and also a new high-level group (HLG).

4th post-2015 negotiating session, 20-24 April: Apply for stakeholder Steering Committee and speaking roles

We have received the following information about registration for the 4th session of the post-2015 development agenda negotiations in March:

The UN DESA Division for Sustainable Development (DESA-DSD) Major Groups Programme and UN-NGLS are facilitating stakeholder Steering Committees to ensure broad and inclusive participation of stakeholders in the negotiating sessions on the post-2015 development agenda at UN Headquarters in New York. DESA-DSD and UN-NGLS are also conducting open and transparent nomination processes for these Committees to select speakers for the post-2015 negotiating sessions, in accordance with the modalities that are defined for the negotiations.

Roadmap for post-2015 indicators – Update 2

The 46th session of the UN Statistical Commission (UNSC), held from 3-6 March, addressed data in support of the post-2015 development agenda; considered proposals contained in the report from the Group of Friends of the Chair, (see: Indicators for sustainable development goals and targets – Update 1); and made suggestions for developing a SDG indicator framework.

During the opening of the Session John Pullinger, UK National Statistician and Chair, said the Commission must “step up" by showing leadership in thinking through the world's next priorities; “step forward” toward political colleagues to “make common cause” with them; and “step on the gas” in order to embrace the opportunities of the data revolution.
