ICPD Beyond 2014 + 5 Regional Reviews  — European Region

Background

In July 2013 the UN Economic Commission for Europe (ECE)[1]Regional Conference for ICPD Beyond 2014, Enabling choices: Population Priorities for the 21stCentury was held in Geneva, Switzerland, bringing together 200-250 representatives of government, including high-level officials, academia and ECOSOC accredited NGOs, as well as members of national parliaments and other national and international stakeholders. Following the presentations and discussions the Chair’s Summary, a non-negotiated outcome document, was presented in the final session.

This discussion was organized under three themes: 

  • Population Dynamics and Sustainable Development
  • Families, Sexual and Reproductive Health over the life course
  • Inequalities, Social Inclusion and Rights

During the CSO Meeting ICPD Beyond 2014 – From Promise to Action, CSOs Defining the Way Forward, in addition to country presentations, an interactive session was held on the three themes above, as well as global advocacy opportunities, and strategies for international advocacy, linking with other issues and next steps for international advocacy.

Follow-up and review

A follow-up and review is being organized by the ECE and UNFPA based on a joint project that has been approved by the UNECE Executive Committee. The substantive basis for the review is a monitoring framework which will serve as a tool for preparation of an analytical regional report on progress in implementation of ICPD, linked to the 2030 Agenda for Sustainable Development. The process with also build on the Chair’s Summary (see above). A series of substantively relevant regional meetings are being incorporated into the regional review, to strengthen the basis for ICPD review with limited resources. The review report will be considered by the UNECE Regional Meeting. 

ICPD Beyond 2014 + 5 ECE Regional Meeting

The Regional Meeting, Enabling Choices: Population Dynamics and Sustainable Development,which will be held in Geneva, Switzerland on 1 - 2 October and  organized jointly by UNECE and UNFPA , will focus on key actions for implementation and address wider policy concerns related to the same three themes as considered in 2013. It aims to strengthen further the linkages between ICPD and the 2030 Agenda for Sustainable Development as well as to reaffirm commitment to implementing the ICPD Programme of Action in the Region.

Together with the review report, the Conference outcome, in the form of a Rapporteurs’ summary, will feed into the global review at the 2019 session of the Commission on Population and Development.

The meeting will only be open to UNECE Member States official delegations, representatives of International Organizations, NGOs under active consultative status with ECOSOC and invited experts.
