Letter by Co-Facilitators with final text of draft ministerial declaration under silence procedure

The attached letter has been sent to all Permanent Representatives and Permanent Observers of the United Nations with the final text of the draft ministerial declaration under silence procedure until Friday 13 July 12 noon (New York time).

It would appear that at least one Member State is planning to break the silence.
