9th Meeting of the IAEG-SDGs – Update 7

8 IAEG-SDG work stream on Data disaggregation

The overarching principle of data disaggregation is:

Sustainable Development Goal indicators should be disaggregated, where relevant, by income, sex, age, race, ethnicity, migratory status, disability and geographic location, or other characteristics, in accordance with the Fundamental Principles of Official Statistics.

In 2016-17 the IAEG-SDGs developed terminology for different aspects of disaggregation and defined the minimum disaggregation set a prepared a draft overview of standards for data disaggregation. Subsequently it has prepared a background document on data disaggregation, A Compilation of Data Disaggregation Matrix, which was submitted to the 50th session of the Statistical Commission. All custodian agencies were consulted on disaggregation dimensions and categories of the indicators for which they are responsible, including the minimum disaggregation dimensions and their availability in the global data base such as sex, age, geographical location.

In order to address the current policy priority areas and describe where attention and resources should be focused to ensure adequate representation of vulnerable groups in SDG global follow-up and review, major groups and international organizations were requested to hold consultations to identify a minimum setoff policy priorities and to provide concrete suggestions of areas for data disaggregation. Key vulnerable population groups include the poor; women and girls; children; older persons; international migrants; forcibly displaced persons (ie refugees and internally displaced persons (IDPs)); persons with disabilities; and geographical location – rural and urban.

The IAEG-SDGs will revise and update the technical document on data disaggregation; develop guidelines on tools and methodology for data disaggregation to build national capacities; and keep in mind that specific dimensions for disaggregation are defined by country needs, priorities and circumstances. Future work will require both “an immense effort from all parties”, requiring new tools, capacities and funding to ensure that the requisite data to ensure no one is left behind.
