Summit of the Future No 9: Co-facilitators for a Declaration on Future Generations set out preparatory processes

The President of the UN General Assembly wrote to the Permanent Representatives on 15 December to transmit the letter from the co-facilitators for a Declaration on Future Generations (DOFG), whom he appointed in October 2023, Ambassadors Ms Yoka M G Brandt of the Kingdom of the Netherlands and Mr Brian Wallace of Jamaica, which sets out the roadmap for its consultation process. 

In their letter, the co-facilitators for the DOFG clearly state that they are “committed to ensuring open transparent and inclusive consultations with Member States, as well as relevant stakeholders” in elaborating a DOFG which, if it is agreed intergovernmentally, “will be annexed to the Pact for the Future” as one of the outcomes of the Summit of the Future. 

They intend to convene virtual informal consultations with relevant stakeholders on 15 and 16 January “to give participants the opportunity to share good practices and suggestions on how to safeguard the interests of future generations.” Member States will also be invited to take part in the exchanges, if they wish to do so. After that stakeholders may submit written inputs for the Declaration by 22 January 2024. “[T]hese will be subsequently be circulated for the consideration of Member States.”

Regional consultations will be held with groups of Member States in February 2024, and will be “in close coordination with the process for the Pact for the Future”… Member States will be invited to submit written inputs to inform the co-facilitators’ presentation of the zero draft for the DOFG by 26 February 2024.

They intend to share the zero draft by the end of March, before the intergovernmental negotiations. The timetable is: 

 

Some of the dates may need to adjusted, in which case the co-facilitators will endeavour to communicate the changes in advance.
