During the discussions of the latest draft of the outcome document a number of countries included references to sexual and reproductive health and rights and the language on ICPD and the Beijing Platform for Action and their follow up, which was the language inserted to replace the reference to the review of their outcome conferences. These included:
Supportive
Uruguay support paragraph 27 as is. They also support references to review conferences saying that they understand outcome documents to global reviews and conferences as not including regional conferences. They do not understand the deletion of the previous language, given the fact that it is as included in target 5.6.
Peru, speaking on behalf of Guatemala, Costa Rica and others called for the re-inclusion of the review conferences in paragraph 11.
Brazil later also called for the re-insertion of the review conferences.
European Union said that they could accept no further weakening of the language on sexual and reproductive health and rights. The EU statement was supported by Serbia.
Tunesia reaffirmed the importance of the ICPD and the regional conference, in addition to supporting gender equality.
El Salvador wanted to include the ICPD Programme of Action in paragraph 41.
Negative
Nigeria wanted the removal of sexual and reproductive health in the context of paragraph 27. They also wanted to be clear that regional conferences are not implied in references to follow up to UN conferences.
Russia can only support the inclusion of references to regional reviews, to the extent that they are acceptable to them and meet their national priorities and national policies.
Indifferent
Mexico called for limiting the role of certain outcome documents.
