ICPD Beyond 2014 Operational Review: A concept note on the Global Survey

Background

General Assembly Resolution 65/234 on the follow-up to the ICPD beyond 2014 calls on UNFPA, in cooperation with all relevant organizations of the UN system and other relevant international organizations, to “undertake an operational review of the implementation of the Programme of Action (PoA) on the basis of the highest-quality data and analysis of the state of population and development, taking into account the need for a systematic, comprehensive and integrated approach to population and development issues”.

Two reports will be prepared based on this operational review for the 47th session of the Commission on Population and Development (CPD) in 2014 and the United Nations General Assembly Special Session (UNGASS) on the ICPD Beyond 2014 of the same year. The first will be a comprehensive global report on the state of population and development reflecting population trends, data and information from national, regional and other sources and the second will be the report of the Secretary-General which will include the main messages from the global report. Together they will constitute a major reference for the discussion and implementation of population and development policies and programmes beyond 2014.

Operational Review

The operational review will comprise a series of interrelated activities including: a Global Survey, country consultations, regional consultations, thematic reports, in-depth studies and expert group meetings.

The Global Survey will be the core element of the operational review and its results will serve to develop a more comprehensive monitoring framework with more suitable indicators of implementation, updated baselines and new targets. 

NGOs will be invited to participate in the development and at all other stages of the Global Survey. According to UNFPA,  it will be a formal and systematic survey to be carried out in all countries to gather information on the implementation of key elements of the Programme of Action, focussing on “progress made so far, the identification of facilitating factors, the gaps and constraints limiting implementation, and emerging issues that require attention.” To meet the requirements of the “highest quality data and analysis” as stipulated in GA Resolution 65/234, it will be based on a common methodology that ensures comparability of results across countries.
